India and Morocco Strengthen Defence Ties with New Plant in Berrechid
India’s newly established armoured vehicles plant in Berrechid marks a significant milestone in the country's growing defence presence in Africa. This facility not only represents India’s first overseas defence factory but also underscores Morocco’s commitment to developing a self-reliant defence industry and achieving strategic autonomy.
The inauguration of the TATA Advanced Systems Maroc (TASM) plant took place on Tuesday, with India’s Defence Minister Rajnath Singh and Morocco’s Defence Minister Abdelatif Loudyi jointly overseeing the event. The plant is located in the Berrechid industrial zone and will focus on producing WhAP 8×8 wheeled armoured vehicles for the Royal Armed Forces and for export across Africa. This initiative was made possible through an investment agreement signed in September 2024 between Morocco’s Administration of National Defence and Tata Advanced Systems Limited (TASL).
The project has received support from multiple Moroccan ministries and benefits from various incentives such as tax and customs advantages. These measures are part of a broader strategy to foster a domestic defence industry and reduce reliance on foreign imports. The plant is expected to create 90 direct jobs and 250 indirect jobs, with production gradually increasing over time.
Minister Singh highlighted the significance of the TASM plant during his visit, stating that it exemplifies India’s approach to "Make with Friends" and "Make for the World." He emphasized that India’s pursuit of self-reliance does not equate to isolation but rather aims to build strategic autonomy under the Aatmanirbharta policy.
Deepening Military-Defence Relations
The inauguration of the TASM plant follows a series of efforts to strengthen military and defence ties between India and Morocco. Earlier in the week, Minister Singh signed a comprehensive defence Memorandum of Understanding (MoU) with Morocco. This agreement covers areas such as training, joint exercises, cybersecurity, defence industry collaboration, military health, and the exchange of expertise. It also establishes a joint mechanism to monitor and coordinate activities between the two nations.
Since 2022, India and Morocco have steadily built up their military-defence relations through reciprocal visits and exchanges. Key events include a Moroccan high-level delegation attending DefExpo in India in 2022, the participation of the Royal Armed Forces in Aero India in 2023, and study tours by Indian National Defence College delegations in 2024 and 2025.
In December 2024, Rabat hosted an India-Morocco Defence Industry Seminar, marking a shift from initial discussions to more concrete industrial cooperation. Maritime cooperation has also expanded, with regular port calls by Indian Navy ships in Casablanca and joint drills with the Royal Moroccan Navy. The recently commissioned INS Tamal continues this trend of naval collaboration.
Advancing Local Defence Manufacturing
The Berrechid plant is a key component of Morocco’s plan to develop a local defence industry. In June 2025, Morocco advanced its agenda with legislation aimed at stimulating home-grown manufacturing and reducing imports. Building on the August 2020 legal framework, the country established the Defence Industrial Zones Management Company (SGZID) to develop two industrial zones dedicated to defence and security equipment, materials, weapons, and ammunition.
This move reflects Morocco’s long-term vision to enhance its strategic autonomy while fostering partnerships with international defence companies like Tata Advanced Systems. The TASM plant not only strengthens India’s presence in Africa but also contributes to Morocco’s goal of building a sustainable and resilient defence sector.
