Ukraine's Strategic Shift: Exporting Domestic Weapons

Ukraine’s President Volodymyr Zelenskyy has announced a significant shift in the country’s military strategy, stating that Ukraine will begin exporting domestically produced weapons. This decision marks the lifting of restrictions that were imposed when Kyiv declared martial law. The move aims to showcase the reliability and modernity of Ukrainian arms on the global stage.

At the UN General Assembly in New York, Zelenskyy emphasized that these weapons are "powerful systems tested in real war." He highlighted the importance of demonstrating to partners that Ukrainian arms are effective and proven in real-world defense scenarios. This initiative is not just about generating revenue but also about establishing Ukraine as a key player in the global defense industry.

The Evolution of Ukraine's Defense Industry

Since the beginning of Russia’s full-scale invasion, Ukraine's defense industry, particularly its drone sector, has experienced rapid growth. This development represents a significant upgrade from the Soviet-era military hardware that previously dominated the landscape. According to recent reports, Ukraine is now producing over 4 million drones annually, with the potential to double this number if sufficient funding is secured.

Currently, approximately 800 arms producers operate in Ukraine, with more than 200 of them specializing in drone production. These adaptable and affordable systems have reshaped modern warfare, making Ukraine a formidable force in the global arms market.

The Need for Export Restrictions Removal

Ukrainian arms producers have been advocating for months for the removal of export restrictions on their military-grade equipment, especially drones. This push is driven by the need to generate additional revenue and integrate better into Europe's security architecture. With the recent airspace violations allegedly involving Russian drones, the timing of this decision appears strategic.

Zelenskyy has pointed out that weapons are evolving faster than our ability to defend ourselves. He noted that there are now tens of thousands of people who know how to professionally kill using drones. Stopping such attacks is more challenging than preventing traditional gun, knife, or bomb attacks, a reality that Russia has brought into focus through its war efforts.

Ukraine's Weapon Exports and Strategic Partnerships

Ukraine has outlined preliminary proposals for what it calls "controlled exports" of weapons, particularly sea drones. Zelenskyy emphasized the importance of securing the safety of sea routes, which many nations depend on. He stated that Ukraine offers reliable partners its developments that have helped in the Black Sea, aiming for strong contracts.

Ukraine's naval drone fleet has expanded significantly, with systems like the Magura-V5 drones proving effective in targeting Russian military sites and ships. Recently, the Toloka underwater drone system was unveiled, capable of carrying a payload of 5,000 kilograms and reaching targets up to 2,000 kilometers away.

Exporting to Global Markets

Ukraine plans to begin exporting defense technologies and opening weapons production lines in partner countries. Zelenskyy outlined three new export platforms: one for the US, another for Europeans, and a third for global partners who have supported Ukraine. He stressed the importance of mutual support, stating that partners must assist Ukraine so it can support them in return.

In July, Zelenskyy announced a deal with former US President Donald Trump regarding the sale of Ukrainian drones to the US, with the contract estimated to be worth between $10 billion and $30 billion. Additionally, Kyiv signed a significant deal with US company Swift Beat to co-produce hundreds of thousands of drones this year.

Germany has also shown interest in collaboration, with Chancellor Friedrich Merz announcing a €5 billion aid package aimed at jointly developing long-range weapons to strike deeper inside Russia. This partnership marks a new form of military industrial cooperation between the two countries.

A New Era of Defense Cooperation

Zelenskyy concluded his remarks at the UN General Assembly by emphasizing the necessity of building drones to protect Ukraine's right to life. He argued that stopping the war and the global arms race is cheaper than constructing underground kindergartens or massive bunkers for critical infrastructure later.

This strategic shift in Ukraine's military policy reflects a broader vision of becoming a key player in the global defense industry while maintaining a strong focus on national security. As Ukraine continues to evolve its defense capabilities, it is poised to play a crucial role in shaping the future of international security cooperation.
